Risk Management in the Public Sector
A newly formed primary care trust realised it needed to establish their corporate governance as rapidly as possible. The PCT found that it had inherited a risk management system with major flaws. Susan Ferguson takes up the story.
The risk manager held a large and bureaucratic risk log, but there was little ownership of either the process or individual risk mitigation actions more broadly in the trust this made the log largely unusable and obsolete.
The Chief Executive commissioned AFA to hold a risk management workshop for executive & non-executive directors of the trust and senior managers. The workshop was part training in the significance of corporate risk management and part workshop to revisit the trusts strategic risks.
On completion of the workshop, the AFA consultant reviewed the existing risk log, removing items that should not be there and freeing the risk manager to revisit the key risks to the trust at all levels. Our consultant then documented the exercise, leaving the trust with a revitalised risk management framework and an action plan for embedding risk management throughout the trust's culture.
