MSP Programme Management in the Public Sector
A newly formed government agency brought together no less than nine previously separate organisations. They faced many challenges in merging so many diverse cultures and fusing them into a new coherent way of working. Processes were put in place but then unforeseen circumstances forced the client to rethink Kimberley Wiseman takes up the story.
As a regulator, one of their most fundamental problems was merging their diverse and inconsistent knowledge management systems. These systems ranged from futuristic plans to implement an organisation wide knowledge management database to rationalising their contracts for the off site storage of paper archives.
At the point of maximum turbulence, a key player in the programme was forecast to be unavailable for a number of months. AFA provided an interim programme manager to cover this critical absence. Once the programme manager was again available, it was apparent to the client that they needed to adopt a more structured approach to the programme. The client decided to officially adopt MSP and therefore retained the AFA consultant to mentor the programme executive as it embedded MSP.
This mentoring ranged from workshop facilitation, through drafting programme governance to remote and on-site advice, this continued for many months until skills transfer was complete and the client was in a position to take management of the programme in-house.
