Programme Management in the Public Sector
A number of linked local authorities had been conducting a public access programme for a number of years. A fixed portfolio of projects had been identified and the programme appeared to be progressing satisfactorily. But while project delivery was on stream, benefits were not yet accumulating. Indeed there were signs that it might actually be more, not less expensive to operate the new facilities than the old ones.
AFA were commissioned by the client to assess the programme management culture. Many of the programme management team anticipated a conventional project audit. They were pleasantly surprised to find that the audit concentrated on the benefits associated with the vision of integrated access to services.
The conclusion was that there had been an imbalance between the project focus on delivering capability and the operational exploitation of the capabilities. The programme management team were so impressed by the clarity of the audit that they invited AFA consultants to take a lead role in the subsequent action planning workshops.
