MoV - Management of Value
MoV - Management of Value enables organisations to maximise the value of resources invested to get the best financial and non-financial benefits from the portfolio, programmes and projects. MoV is all about maximising value in a way that takes account of organisation’s priorities and differing stakeholders’ needs while using resources as efficiently and effectively as possible.
What is MoV?
At its heart MoV is a set of techniques for balancing satisfaction of needs (benefits) against use of resources (expenditure) in order to establish the value of a portfolio, programme, project or individual function. MoV is not simply about minimising costs. MoV, published by the UK Cabinet Office in November 2010, extends these core techniques. Recognising the subjective nature of value, the guidance includes:
Processes
The comprehensive set of seven MoV processes describes how an organisation can optimise the business case for an initiative by rigorously demonstrating the value of the initiative and its elements.
Techniques
Specific MoV techniques are described and links are made to generic techniques that are relevant to MoV.
Implementation
Advice is included on how an organisation can successfully implement and embed MoV in the light of the internal and external environment.
What are the benefits of MoV?
At the portfolio level, it reflects the organisation's strategic objectives and sets the agenda for the programmes that deliver these objectives. In turn these define the projects undertaken to achieve the required outputs. At project level is can be used to optimise the value of the functionality offered by the project. MoV:
- Enables more efficient delivery by using resources to better effect
- Provides a means to clearly relate objectives and scope to stakeholders needs
- Supports decision-making aimed at maximising value for money.
It is aimed at those with responsibility for directing programmes and projects as well as managing them through to delivery.
